Canada Makes Preliminary Affirmative AD Determination on Rebar from Hong Kong
The CBSA on 3 January made a preliminary affirmative determination in its AD investigation of hot‑rolled deformed steel concrete reinforcing bar in straight lengths or coils, commonly identified as rebar, in various diameters up to and including 56.4 millimetres, in various finishes, excluding plain round bar and fabricated rebar products, classified under HTSCA 7213.10.0000, 7214.20.0000, 7215.90.0090 and 7227.90.0090, from Hong Kong. Also excluded from the scope of this proceeding is 10 mm diameter (10M) rebar produced to meet the requirements of CSA G30 18.09 (or equivalent standards) that is coated to meet the requirements of epoxy standard ASTM A775/A 775M 04a (or equivalent standards), in lengths from one foot (30.48 cm) up to and including eight feet (243.84 cm). The CBSA has assigned a provisional dumping margin of 53.3 percent on Shiu Wing Steel Limited, effective 3 January.
The Canada International Trade Tribunal has initiated the final phase of its injury investigation to determine whether the dumping of the above-mentioned merchandise has caused injury or retardation or is threatening to cause injury to the domestic industry. A public hearing in this investigation will be held on 3 April and a final determination is expected by 3 May. Interested parties may also file product exclusion requests with the CITT by 1 March.
Brazil Announces Schedule for AD Sunset Review on Certain Steel Line Pipe
Brazilian authorities launched about four months ago a sunset review of the AD duty order on mainland Chinese seamless carbon steel line pipe of a kind used for oil or gas pipelines, having an outside diameter not exceeding five inches (141.3 millimetres), classified under NCM 7304.19.00. Imports of subject merchandise have been subject to an AD duty of US$743.00 per tonne since September 2011. The next steps in this proceeding are as follows: closure of evidential phase of investigation (30 March), deadline for data and information contained in the file (19 April), issuance of technical note with essential facts under analysis to be considered in the final determination (9 May), deadline for presentation of final submissions by interested parties and end of instruction phase (29 May), and issuance by DECOM of final determination (13 June).
