Yunnan Issues Implementation Plan to Rectify Tourism Market Chaos

Yunnan has set a half-year target to rectify the chaos in its tourism industry and restore market order, according to an implementation plan recently released by the office of the provincial government.
The plan seeks to pull from the shelves "unreasonably low-priced" tour packages, offered either online or offline, before 15 January. Such packages are identified with reference to the guiding price of Yunnan’s major travel routes packages on the basis of credibility ratings pronounced by the provincial travel agents association. Led by the Yunnan Provincial Tourism Development Committee and the people’s governments of the respective prefectures and cities of the province, the plan secured support from the provincial administration of Industry and commerce, price department and communications department. Travel agencies are prohibited from operating, organising or receiving "unreasonably low-priced" tours.
In rectifying tours with shopping schedules, focus will be on the illegal practices of operators concerned such as selling fake and shoddy goods, as well as price fraud. Operators with major problems will be suspended from business. Shops selling tourism products are required to issue e-receipts to customers for sale of tourism merchandise to facilitate possible complaints, claims and goods returns. Electronic tax control system will be installed in tourist shops all over the province to deter operators from setting unreasonably high prices, deceiving consumers and evading taxes. One-shop-one-bill scheme will be launched, under which tourist shops are required to issue receipts bearing the shop’s name.
In addition, a centre for returning goods will be set up to allow customers of province-accredited tourist shopping companies to return goods unconditionally if they do not like what they buy within 30 days of purchase by calling the hotline 400-0060-822. Refund will be paid out by the agents of the shopping companies concerned first in order to facilitate the timely and convenient return of goods.
In rectifying forced tourist shopping, focus will be on false publicity by tour guides and coach drivers to induce visitors to shop, forced shopping or forced shopping in disguise. Repeated transgression and conduct of poor impact will be rectified. At the same time, surveillance devices will be installed in tourist passenger vehicles, retail shops, travel destinations and shopping outlets to carry out real-time monitoring.
