Guangzhou Moves Again to Boost Anime Industry

To promote the development of the animation, comics and games industry, or the “anime” sector in short, the Guangzhou municipal government examined and adopted in principle the Opinions on Accelerating the Development of the Animation, Comics and Games Industry during an executive meeting. Accordingly, the municipal government will offer incentives to promote third-party brand (copyright) licensing, encourage co-operation between small anime businesses and industry giants, and attract anime talents to work and live in Guangzhou.
The Guangzhou government set up the Strategic Leading Industry Development Fund in 2012 with an aim to support the growth of various industries, including anime. A number of startups and original creation projects have seen rapid development as a result. To date, 38 anime projects have received funding support totalling more than RMB36 million.
Reportedly, as the previous round of policy incentives expired at the end of 2015, the Guangzhou government started to prepare the Opinions in a bid to continue to foster the anime sector. The Opinions outline the target beneficiaries of the supportive measures, which include encouraging original creations, promoting the development of public platforms, motivating local companies to reach out, drawing in and nurturing talents, optimising overall business environment as well as the provision of supportive funds. Compared to the previous policies, the recently approved Opinions contain new provisions such as incentives to promote third-party brand (copyright) licensing, encourage co-operation between indigenous small anime businesses and industry giants, and attract anime talents to work and live in Guangzhou.
According to the Guangzhou Municipal Bureau of Culture, Broadcasting, Television, Press and Publication, the authority will further study the specific proposals outlined in the Opinions so as to effectively implement the incentive measures to allow for the settlement of talents, as well as to better serve and support anime companies and establishments.
